Charles Heller, a CIA cryptographer, experiences the tragic loss of his wife in a terrorist attack that occurs in London. Frustrated by the slow progress of the official investigation, Heller takes it upon himself to track down the perpetrators. Realizing his limitations in the field, he resorts to leveraging his position within the agency to demand specialized training, effectively blackmailing them into fulfilling his request.
